Linwood College to relocate during rebuild By Bridget Rutherford LINWOOD College will temporarily shift to the site of Avonside Girls’ High School while its whole school is rebuilt. Principal Richard Edmundson has announced the school would relocate to the Avonside Drive school in term 2, 2019, for the duration of its rebuild and redevelopment. Avonside Girls’ will be moving to its new school at QE II in early 2019, alongside Shirley Boys’ High School. Once it has moved, Linwood would move onto the site, which is largely made up of relocatable classrooms following damage in the February 22, 2011 earthquake. Mr Edmundson said they were very happy, as it would take a year off the construction time. It also meant there would be no disruption to the students’ learning during the build, he said. The move was expected to save $1 million, as there was no need for re-relocatable classrooms. Mr Edmundson said a transport plan would be developed with the Ministry of Education. The full-school rebuild is expected to be completed by the end of 2020. • Architect named, page 6

WELL BLOW me over with a feather. The police came up with a good idea to stop the trouble at the Riccarton bus lounge – a bylaw. This would give them the power to arrest, apprehend or simply warn the people who play-up there; a constant source of pain for bus users. But now the city council (see page 5) says a bylaw could be in breach of The Bill of Rights, amongst other things. Why then would the police suggest it? Because a bylaw gives them more teeth to deal with the fights and intimidation that has beset the facility. Said a council report: “Case law suggests the council could potentially be exposed to a legal challenge as a result.” Show some teeth, get the bylaw in and solve the problems. – Barry Clarke

Teen ‘needs to be taught lesson’ By Andrew King A YOUNG teenager arrested for recently robbing a service station had been through the youth justice system after holding up the same place last year. On June 15, masked, hammerwielding robbers struck Challenge Opawa, taking more than $6000 of cash and tobacco. Police have arrested two of the four suspects, aged 14 and 15, and are seeking two others. The two that were caught have been charged with aggravated robbery. Southern View has learned one of the group took part in the robbery of the service station in October. Police said they could not comment on that aspect of the case. The teenager participated in a community justice panel late last year. Hammers and a screwdriver were used as weapons in the October hold-up. A community justice panel puts offenders and victims in the same room to find a suitable punishment and help the offender make amends for the crime they have committed instead of putting young people through the court system.

of punishment,” he said. Mr Hilliard had a gut feeling when he was being robbed that one of the offenders was same as in October. “When it happened I thought, I’ve seen this before,” he said.

One of the hammer-wielding robbers told Mr Hilliard to backup or he would kill him. Two 13-year-old boys and a 15-year-old girl were charged with the aggravated robbery in October. They took about $5000 of tobacco and $300 cash. Service station manager Jean Fahey said it was disappointing the youth system for dealing with young offenders was not working in this case. She was involved in the community justice panel but cannot reveal what was said because it is confidential. “We won’t be involved in a community justice panel this time for this robber. There is obviously no point,” she said.

In Brief POOL DEMOLITION Demolition of the former Central New Brighton School pool will happen “as soon as possible.” The Ministry of Education say the site is currently in the disposal process after the SURF Community Trust, which planned to obtain a license to use the swimming pool, decided not to proceed with their application. PARK DEVELOPMENT Wainoni Park will have a new, full-sized basketball court by January after the CoastalBurwood Community Board gave the go-ahead last week. The court will shift from its current site to the car park next to the Aranui-Wainoni Community Centre. A new stormwater retention basin will also be built in the north-eastern corner of Wainoni Park. Work will begin in September. FUNDING FOR KINDERGARTEN South Brighton Kidsfirst Kindergarten has been given $3500 from the CoastalBurwood Community Board’s discretionary fund. The money will go towards new turf for the grassed play area and new blinds for the art and music rooms.

Riccarton bus lounge bylaw plan hits snag By Bridget Rutherford A BYLAW to curb anti-social behaviour at the Riccarton bus lounge would provide little benefit, and could be in breach of the Bill of Rights, a city council report says. The report on whether the anti-loitering bylaw idea had merit has been prepared for the Halswell-Hornby-Riccarton Community Board to consider at its meeting this afternoon. It said a bylaw would not be appropriate to address the issues, wouldn’t offer any advantages over existing enforcement tools, and would likely be costly. It also said a bylaw could be in breach of the Bill of Rights Act, because it would regulate the movement of people, or their access to public places. “Case law suggests the council could potentially be exposed to a legal challenge as a result,” it said. Local police and the board asked staff to investigate introducing the bylaw to try and prevent youths from loitering

Nearby businesses have had enough of them loitering and intimidating their customers. The report said a bylaw would not enable police to issue instant fines, so it provided little advantage to the tools they already had. City council staff were also

looking at whether the Trespass Act could be used to address the issue. But the report said it should only be used in “sufficiently serious circumstances” and could just push the problem elsewhere. Then, any breach of a trespass notice would result in a prosecution in the district or youth courts. The board will consider the report, and what to do with the

information at today’s meeting. A working group, made up of city council staff, HalswellHornby-Riccarton Community Board members, and representatives from nearby businesses and Westfield Riccarton, has been formed to come up with ways to deal with the loitering issue. It was looking into other options, including turning off the free Wi-Fi at the bus lounge, and installing security cameras.

In Brief NEW PLAY EQUIPMENT A new swing and slide will be installed at Picton Reserve in Riccarton. In December last year, the Central Riccarton Residents’ Association presented a deputation to the Halswell-Hornby-Riccarton Community Board requesting a swing and slide at Picton Reserve suitable for children under 10. The board allocated $11,600 to the purchase of the new equipment. CYCLEWAY UPDATE City council staff are currently working on the scheme design for the South Express cycleway’s Gilberthorpe to Templeton section of the route. This work follows on from the previous scheme option for that section of the route from Hagley Park to Gilberthorpe. Staff will then brief the HalswellHornby-Riccarton Community Board on the designs prior to public consultation. YOUTH REPORT Tomorrow the annual Youth Custody Index report will be released by students from Christ’s College and St Thomas of Canterbury. Christ’s College student Nuku Tau was involved in the project last year. He said the project is run by a group of senior students and is a collation of information regarding the state of youth in custody in New Zealand – both good and bad.

Linwood College design in hands of award-winner By Bridget Rutherford AN award-winning company that designed the St Andrew’s College chapel and the bus interchange will do the architecture for Linwood College’s redevelopment. Architectus has been awarded the contract for the full-school rebuild and redevelopment. The company’s other projects include the bus interchange, St Andrew’s chapel, the central city’s new Knowledge Centre, and more than 30 school projects across the country. Company director Carsten Auer will be the lead architect. His previous work includes Lyttelton Primary School’s master plan, the city’s Innovation Precinct spatial framework, St Cuthbert’s College performing arts centre and Auckland Grammar School’s sports complex. He said schools were more than places to learn – they helped shape the identity of the community. So any design had to reflect that and the values and culture of the community. “This project is special not only for its scale but in particular for the strong pedagogical vision developed by the college

and the leadership role it is looking to undertake in the revitalisation of the eastern suburbs of Christchurch.” He said the project was personal for him as he lived

in Redcliffs, which was part of Linwood’s catchment, and he wanted to contribute to shaping the future of the school. “I believe the current college leadership is working success-

fully to rebuild the confidence of all of their community in what Linwood College has to, and can, offer.” Principal Richard Edmundson said the awarding of the contract

was a step forward. “We’re absolutely delighted to have someone of Carsten’s reputation and his work in understanding communities and how buildings can support the community,” he said. “It’s Linwood’s turn.” The school’s buildings have reached the end of their lifespan, and it has carried out significant consultation with the community on how it could look and feel better. Mr Edmundson said the current roll was 650, but the masterplan was being done for 1800. It wants to become the school of choice for students living in its catchment, including Sumner, Redcliffs, Mt Pleasant, and Lyttelton, many of whom travel to schools on the other side of town. Physical building work was expected to begin on site in 2019.

Disabled sculptor to go on dream trip A LONG-HELD dream is about to come true for the woman behind the South Brighton Sculpture Park. Bon Suter has developed a special bond with friend and fellow artist Donald Gibson over the past 25 years. Mr Gibson is blind, deaf and unable to talk but under Ms Suter’s patient tutelage he has developed into a talented sculptor. The pair have worked together often and slowly built up the South Brighton Sculpture Park but soon they’re going to swap the sand dunes of South Brighton for the shores of Hawaii. Ms Suter has an artist friend there who works with people with disabilities and has always promised to take Mr Gibson there to visit. “I’ve decided it’s time I made good on that promise,’’ said Ms Suter. “Donald is over the moon. He’s so excited but it’s probably really hard for him to believe it is actually going to happen till we

By Mark Thomas - Specialist fire investigator JUNE 14 was quite a busy day for city firefighters. Early morning the call came in to what eventually turned out to be a fatal fire on Barbadoes St, not far from the city fire station. Two fire appliances attended and while they managed to rescue the occupant alive, his injuries were such that he passed away a few days later. Within a minute of this incident, a house fire was reported in Peverel St, Riccarton. A candle had been lit for a religious rite but the occupant had fallen asleep with it still burning. A wall display ignited, in this case setting off a smoke alarm. No real damage was done

here but both house occupants were taken to hospital with smoke inhalation. For the rest of the day, wild weather caused power lines to fall in several parts of town, trees to fall and in one instance in Spencerville, a trampoline went walkabout on to the road. Wild weather, or alternatively still, cold weather with associated frost will be the norm for the next eight to 10 weeks. This means home heating will at maximum usage. Things like the metre/heater rule where nothing combustible should be placed closer than a metre from a heat source, care with fire ash – which burns down woodsheds, porches and garages every year, and not leaving the house while the dryer is operating all become more important than ever.

Port Hills fire cost $4.5m FIGHTING THE Port Hills fires cost the Department of Conservation more than $4.5 million. Two fires, several kilometres apart, started in early February this year; two days later they had combined. Helicopter pilot and ex-SAS soldier Steve Askin died when his chopper crashed trying to fight the fires. Nine houses were destroyed and two were significantly damaged. Hundreds of people were evacuated. DOC spokesman Andy Roberts said the department contributed more than $3.5 million in operational costs and $1 million in staff and other internal costs. This amounted to about half of last year’s firefighting costs of $8.7 million. “The department supplied more than 130 fully trained rural firefighters, including fire behaviour experts, air attack managers and sector leaders during the fires, which started in February and burned for two

months. “If we add in time spent on aerial mapping, incident planning and other background support roles, that would come to more than 11,000 hours of staff time, some of whom were on duty for up to 15 hours a day. This all amounts to about 50 per cent of the total costs incurred on the Port Hills fires, which destroyed some 1660ha.” DOC has to respond to fires within a 1km margin of protected areas. No public conservation land was burned in the Port Hills fire. DOC had also helped fight major fires at Broken River, Hawkes Bay, Hanmer and Queenstown during last summer’s fire season. More than 460 staff are fully trained to fight fires on or near conservation land. “DOC will always have an interest in rural fire and the threat it poses to the natural and heritage values that DOC is charged with protecting.

It does not however intrude into that portion of the land currently occupied by the Riccarton market”. Plans released by the developers, Ngai Tahu Properties, show the proposed subdivision being done over 6 stages which when completed will provide approximately 600 new residential sections. “In preparation for the development the Riccarton Market has reduced its footprint and condensed the number of stalls available. The Racing Club has offered other land closer to the entrance in exchange for land surrendered by the market. These new areas will be incorporated into the market over time” advises Ross Binning, Chair of Riccarton Rotary’s Market Committee. “By reducing the footprint now we have been able to provide additional parking for our customers making coming to the Riccarton Market even easier. Over the summer months we have been getting crowds in excess of 10,000 people every Sunday.

The Riccarton Market has been in operation for 29 years. Over that time it has moved location several times. From its origins as a ‘car boot sale’ located at the Riccarton Mall carpark, it moved to The Bush Inn, then outgrew sites at Riccarton High School and then at the University, relocating to the racecourse site more than 15 year ago. It has become an institution in Christchurch – described by the Christchurch City Council as ‘an icon’ for locals and tourists alike. It is the largest charity market in New Zealand and with room for over 300 stalls it is arguably the largest weekly market in the country. During this period Riccarton Rotary has donated more than $3 million to local charities and individuals as well as supporting other national and international projects especially at times of emergency. “It is disappointing that people still talk about the Riccarton Market closing” says Craig Murphy. “In many cases those people are directly associated with competitive markets around the city so they no doubt see it to their advantage by creating uncertainty about the future of the Riccarton Market. Ingredients

Beef cheeks naturally contain a lot of collagen which, when cooked long and slow, converts into a luscious rich texture. The cheeks will be extra tender and flavoursome if prepared a day in advance and will taste even better. Ingredients 6 cups Beef stock 3 Tbsp Rice bran oil ½ cup Carrot, diced ½ cup Onion, diced ½ cup Celery, diced 3 Garlic cloves, peeled and sliced 1 Tbsp Tomato paste 2 cups Red wine 1 Bay leaf 4 sprigs Fresh thyme 1 sprig Fresh rosemary, small 1.2 kgs Beef cheeks, 1 cheek per serve 1 tsp Salt Directions Heat the oven to 140 deg C. Bring the beef stock to the boil. Heat the oil and fry the

vegetables, garlic and tomato paste for 10 minutes to lightly caramelise. Turn the heat up to high, add the red wine and reduce by half. Season the beef cheeks with salt and pepper then place them in an ovenproof casserole (or use a slow cooker). Add in the reduced wine and vegetables. Add the herbs and cover with beef stock. Cover with a tight-fitting lid and cook in the oven for 3 hours. To make the glazing sauce,

strain off half the cooking juices into a saucepan, bring this to the boil and reduce until thick and syrupy. To serve, gently reheat the cheeks in the remaining cooking juices. When hot, carefully lift them out and place them into the glazing sauce. Smother with sauce and serve with creamy potato mash and a warm salad of greens (I have steamed brussels sprout leaves, peas, and broad beans, then tossed them with a little olive oil and sea salt flakes).

Cut away the stalks then thinly slice into strips. Mix all the pork seasoning ingredients together, then stir through the sliced pork. Heat 2 tbsp of oil in a wok until it begins to smoke. Add the beaten eggs and slowly stir to scramble. Remove from the wok and reserve. Heat the remaining oil in a wok. Add spring onion and ginger before adding the seasoned pork. Quickly stir-fry for several minutes until the pork is just cooked. Add mushrooms, bamboo shoots and greens. Stir fry for 2 minutes before adding the hoisin sauce, soy sauce, rice wine or sherry, and a pinch of salt. Toss well before returning eggs to the wok to reheat. Serve immediately.

• From the broader ‘teaching and learning literature’, there is strong evidence that the quality of teaching which students receive at all levels and stages of schooling is of major importance in influencing achievement outcomes for students. • While productive and positive student-teacher relationships are identified as an important characteristic of highly performing schools catering for middle years’ students, it needs to be acknowledged that good teachers and school leaders at all levels of schooling is what works. • It is therefore debateable whether at least some aspects of the philosophy and enactment of middle schooling is any different from ‘good’ teaching and effective schooling generally in all school types.

The literature is clear in advocating ‘middle schooling approaches focusing on quality teaching and enhanced learning’ rather than on school type. Therefore it is what happens in the classroom to support learning and what happens across the school to cater for the specific developmental, cognitive, physical, emotional and social needs of Year 7 and 8 that makes the difference. Not school type. The research on middle schooling and its implications to provide quality education to Year 7 and 8 students is as applicable to full primary school as it is for other schooling types.

A bright future at Shirley and Avonside With a brand new state-of-the-art campus on their horizon and a host of new opportunities to offer students, it is a great time to enrol at Shirley Boys’ High School and Avonside Girls’ High School. The two schools will relocate to their new site, at QEII Park, in time for Term 2 of 2019, so students who enrol for next year will be at the new schools in their second year of high school. John Laurenson says being co-located will enable both schools to offer their students more. “We’ll be able to work together to deliver more specialist subjects so we can widen our curriculum and we will be able to co-operate on things like school productions. Obviously there will be lots of social and educational advantages to this.” A large bus network is being created to help make travelling to and from the campus easy, and the schools are also working with local authorities to create safe cycling and walking routes to the site. While the new zone hasn’t been finalised yet, the schools’ intake for next year will be based on their current zones. That is good news for any families considering out-of-zone enrolments. Much of the school’s existing zones now sit in the residential red zone so there is plenty of space.
